European Standard Hybrid
The Franco-German hybrid format adopted as EN 16931. Works as both a readable PDF and a structured XML.
Factur-X (EN 16931) is the European standard for electronic invoicing, codified in EN 16931-1:2017. It defines a semantic data model (the EN 16931 Core Invoice Usage Specification — CIUS) that must be supported by all EU member states' e-invoicing systems. Factur-X (France) and ZUGFeRD 2.2 (Germany) both implement EN 16931 using the same CII (Cross-Industry Invoice) XML schema inside a PDF/A-3 container. All EU B2G and increasingly B2B transactions must comply with EN 16931 under the ViDA (VAT in the Digital Age) directive by 2030.

EN 16931 defines the semantic model (what data must exist). PEPPOL BIS Billing 3.0 is a specific implementation of EN 16931 using UBL 2.1 XML. Two different XML schemas implementing the same semantic standard.
Not yet — it is mandatory for B2G (all EU countries by 2020). B2B will become mandatory by 2030 under the ViDA directive. France is ahead with mandatory B2B e-invoicing from 2026.
