Hybrid PDF/XML format. The PDF is human-readable; the embedded XML holds structured data.
ZUGFeRD (Germany) and Factur-X (France) are hybrid invoice formats that embed a structured XML inside a human-readable PDF/A-3 document. They implement the EN 16931 European e-invoicing standard via the Cross-Industry Invoice (CII) data model. ZUGFeRD 2.2 and Factur-X 1.0 are technically identical — one PDF, two names.

Yes. ZUGFeRD 2.2 and Factur-X 1.0 use identical XML schemas. The only difference is the branding — ZUGFeRD for Germany, Factur-X for France. Both comply with EN 16931.
